Part # 3 of TIKA-4678 which adds the following files to
.helmignore.jfrog-cli-cache/— Stops the JFrog CLI binary (from setup-jfrog-cli-manual) from being included in helm package, which was hitting the 5 MiB limit..github/— Workflows and local composite actions are not part of the installable chart..asf.yaml— Apache infra metadata for the repo, not needed in the chart archive.
