[feature][CGS][entrance] add starrocks support for aisql transformation #5389

Problem Description
AISQL (AI SQL) transformation does not support StarRocks database.
Description
Add StarRocks database support for AISQL transformation including:
- StarRocks SQL connection implementation
- StarRocks dialect support in AISQLTransformInterceptor
- StarRocks time exceed monitoring rule
Use case
Users can use StarRocks database with AISQL transformation for AI-powered SQL generation and query.
Solutions
- Added StarRocks SqlConnection implementation
- Enhanced AISQLTransformInterceptor to support StarRocks dialect
- Added StarrocksTimeExceedRule for monitoring
