Describe the subtask

  • Collect commit-chain members and enforce gravitinoAuth / ircAuth consistency across the chain.
  • Commit occupancy gate helpers used before enqueue/submit.

Out of scope: IRC listener enqueue (B10), commit-pool submit docs (B11).
