[Subtask] Implement server-side Semantic Model metric discovery #14142

Describe the subtask

Implement schema-level Semantic Model metric discovery from #14038: identifier and complete-definition modes, consistent relational reads, containing-model visibility filtering, listener events, and OpenAPI definitions.

Depends on #14141. Java/Python client and MCP support will follow separately.
