"host.capacityType.to.order.clusters" configuration governs ordering of Cluster (pod,host) by host capacityType.
It covers existing configuration values for "host.capacityType.to.order.clusters" and includes new weight configuration "host.capacityType.to.order.clusters.cputomemoryweight" needed for COMBINED.
