Rationale for this change

Let's implement a minimum streaming/file writer with only null array support.

What changes are included in this PR?

• Add ArrowFormat::StreamingWriter
• Add ArrowFormat::FileWriter
• Add ArrowFormat::FB shortcut
• Update required Red FlatBuffers to 0.0.4
• Add #to_flat_buffers
