Rendering issue with documentation- Stable/Dev Version

Description of the modifications

When accessing the stable version, the dropdown allows you to select the stable version, but it correctly updates the URL in the browser, not with the dropdown. Please refer to the following snapshot.

After my initial investigate, this issue is related to release doc build failure, which can be taken care of by @Revathyvenugopal162 and @viseshrp. For the sake of better communication, assign this issue to @viseshrp.

I just released the 0.10 docs from the release branch. It seems your recent changes in conf.py have not fixed the issue. It seems to have broken the dropdown and now it is not possible to fallback to dev/previous versions. Can you please take a look? Thanks.
