Updates the Sphinx config to use the read the docs project subdirectory.

Note that ci won't pass until after we migrate the CNAME to RTD and the projects/ structure takes place. At the moment the path to the objects.inv is 404.

Sphinx is looking for https://docs.ansible.com/projects/ansible/2.9/objects.inv but this is using the current path not the RTD path. ansible.readthedocs.io/projects/ansible/2.9/objects.inv is available so once we move the subdomain the broken path should be fixed and ci will pass.
