This option introduces content flagging that is primarily introduced for compliance with Google Play.

I have basically moved the Offensive / Unsafe option from the thumbsdown section to a standalone flagging section.

LGTM. I was thinking whether we need to modify the backend to make the difference explicit, but it's not urgent.

It's already explicitly set in the backend as per the following - the redflag option was already defined in the codebase, it just wasn't used.
