ci: check that no compromised eMudhra CA roots are trusted - #57

#54 moved to webpki-root-certs 1.0.10 and rustls-webpki 0.103.16. scripts/check-ca-roots.sh keeps it that way: it fails on an older lockfile, a vendored PEM carrying the affected roots, or a built binary that embeds them. CI runs it on the opentunnel and opentunnel-server binaries.

#54 already moved to webpki-root-certs 1.0.10 and rustls-webpki 0.103.16. This PR adds a guard so that stays true.
