What does this PR do?
Upgrade bun 1.3.5 --> 1.3.8, no other changes apart from syncing versions for other related packages from bun.
How did you verify your code works?
I ran two test sets, at 1.3.5 and 1.3.8, the upgrade itself fixed 24 tests and the lockfile generated without any errors.
