There are approx 200 dhatus in vedic samhita that are not in the dhatupata.tsv. There are also quite a few productive dhatus like मञ्ज् which create a lot of words in classical literature that are also missing from the dhatupata. The Paninian words created from these roots are perfectly valid in classical and vedic sanskrit.
It's trivial to add them to a separate file and perhaps number them as 10.9001
