The previous search indexed these, only to then exclude them from results unless a debug parameter is specified. We can just not sync them to begin with. - Add logic to exclude withdrawn documents from indexing - Add withdrawn `notice` document integration test - Replace `press_release` integration test document with one that hasn't been withdrawn
