Bumps the shared VersionPrefix 0.0.3 -> 0.0.4 so the AGUI.* packages re-release as new (immutable) versions carrying the DigiCert author signature — nuget.org versions are immutable, so the existing unsigned 0.0.3 cannot be re-signed in place. Merging to main triggers the stable publish-dotnet release, which now author-signs via Azure Key Vault (SIGNING_PROVIDER=keyvault).
