在monitor.go中，调试时发现，即使consul侧没有变化，但仍然会不断的执行m.updateServiceRecord()。
由于if consulWaitIndex != queryMeta.LastIndex 这个一直成立，流费不必要的流量带宽
hashicorp/consul#12398
