feat: added onMouseOver and onMouseOut props to Bar

Description

These props allow control over the onMouseOver and onMouseOut inputs for Bar marks.
This solution can be easily expanded to other mark types.

Note:
This library does not currently support touch control.

Motivation and Context

Some applications may need to trigger state changes in response to hovering over a mark on the chart.

Tests included in changes.
