scan-task-binding-poc(ABA-155).Adds partition data, partition spec, and name mapping inputs to the pyiceberg_core scan task bridge, plus scan range validation. This keeps the FileScanTask binding usable for partitioned/evolved tables without broadening into Arrow execution.
