shellcheck called me out on this and removed local and renamed var to be using the libsh namespace prefix

This command is helpful for timing out a command that runs too long. But its not always installed. This test looks for the command and give a helpful message if the command is missing
This change adds the two scripts of nvm.sh and nvm.env.sh allowing for installation of node and npm.
