Adds an entry (#18) and summary-table row for
action_ref/ Mycelium Trails, following the existing entry format.action_refis a post-hoc, third-party-verifiable action accountability primitive — narrow scope, complementary to the WG's session-trace model rather than competing with it: the WG's work answers what an agent did and in what structure;action_refanswers a narrower, orthogonal question, is this particular recorded action verifiable by someone who doesn't trust whoever reported it. Production-anchored (Arbitrum), specified in an IETF individual draft (draft-etcheverry-action-ref, still pre-adoption).No claim of replacing OTel/AOS/AGNTCY — sits one layer beneath, consistent with the doc's own "interoperability over invention" framing.
