Give sticker, payment and conversation card buttons shared hover and press transitions. Override cloned emoji animation styles so buttons cannot retain a frozen scale, rotation or brightness state, while preserving keyboard focus and reduced motion. Add a Chromium regression script covering copied styles, pointer interactions, disabled states, keyboard focus and reduced motion.
Hide the scroll-list slot of the disabled content disclosure feature along with its button, removing the extra flex gap before the sticker control. Verified equal 4px gaps and working hover animations in the running client.
Use actual toolbar overflow to show and enable scroll arrows, and handle paging independently of the native client's original child count. This removes the inactive arrow when all buttons fit and keeps added controls reachable on narrow screens. Verified browser regression coverage, the full unit suite, and desktop and phone widths in the running client.

Fix hover and press animations for sticker, payment, and conversation card buttons. Prevent frozen animation states, match native button spacing, and fix inactive scroll arrows.
Tested in the running client at desktop and phone widths. All 365 unit tests pass.
