Affiliates of an organisation wear a checkmark even without a badge of
their own. A new feature, affiliate_checkmarks (on by default, so nothing
changes until an admin turns it off), decides that. Off, an affiliate keeps
the organisation's badge but shows a checkmark only for a badge of its own:
in the web client, chat, the public API, the money pages, and for replies
limited to verified accounts.
A checkmark on an account from another instance is that instance's word.
Admin > Federation now has a switch, remote_checkmarks (on by default),
that stops showing them: such accounts then look unverified here, in the
web client, chat, the public API and the money pages. Their own badges,
flags and organisation badges still show. Local accounts are unaffected.
Both switches decide who wears a checkmark, so where they met (isVerified,
the verification sheet, chat, the money pages) each now applies both: an
account from another instance shows none while those are hidden, and an
affiliate shows one for its organisation only while affiliate checkmarks
are on.
