Nothing told an admin that a newer Xitter was out. Every six hours the server now asks GitHub about the repository's main branch (the one SOURCE_URL names, else Xittered/xitter) and admins see a warning bar atop every panel page when it has a newer version, with what changed and how to update. Closing it hides it until the branch moves again.

With a known commit (a git checkout, or XITTER_COMMIT) GitHub counts the commits this instance is behind. The Docker image has no .git, so there the code's files are compared with the branch's by their git blob hashes. Requests carry the last answer's ETag, so an unchanged branch doesn't use up GitHub's 60-an-hour anonymous limit; UPDATE_GITHUB_TOKEN raises it and UPDATE_CHECK=off turns the check off.
