Split lint into a separate lint.yml workflow so that adding hook-stage to the matrix doesn't cause tests to run 3x redundantly.

ci.ymlonly runs the pytest matrix (Python3.13/3.14on Ubuntu/Windows), removing thehook-stagedimension and the inlineLintstep to avoid redundant test runs.Adds a new
lint.ymlworkflow that runsprekacrosspre-commit/pre-push/manualhook stages (Python3.13on Ubuntu/Windows) and includes a completion job to fail the workflow if any matrix leg fails, mirroring the CI completion gating.Written by Cursor Bugbot for commit a0072e4.
