✅ Admin Authentication: Uses admin.require_auth() for transaction authorization
✅ Admin Validation:
First call establishes the admin address
Subsequent calls only allow the established admin
Returns AdminNotAuthorized if unauthorized caller attempts update
✅ Input Validation: claim_validity_ledgers must be > 0 and < 1,000,000
✅ Storage Persistence: Config stored using env.storage().persistent()
✅ Event Emission: Publishes claim_config_updated event with both old and new configurations
