This doesn't support any manifest operations yet but it is able to load an example GIF successfully.
This is a very small GIF with the text "c2pa" and without any manifest.

The attached PR contains a skeleton of the GIF support. Loading regular GIFs already seems to work, but due to lack of example files (and due to the lack of support for creating them in other tools) this work is stalled for now.
