feat: Create documentation for setting up the framework

I went and tried to run this framework as whole on my local server and documented every step I done to make it work. I doubt this PR will get approved, as this repo hasn't been touched in almost 2 years and Trsak stated there will be no updates.

• Create assets/ folder containing images
• Create docs/HOWTO.md containing the guide
• Refactor README.md to point to the documentation

read the source code, especially the base_jobs resource. however this framework is so outdated that you probably won't make it work.

Well i know i need to add job manualy in the database but i dont know type formate what i need to write to the db.
