Gartner forecasts $206.5B in AI agent software spend for 2026 and predicts 40% of agentic AI projects will be cancelled by end-2027. The same week, Google, Microsoft, GoDaddy, and Cisco shipped ARD — an open spec for agent-to-tool discovery.

Contrarian: the industry is spending billions on inference, tooling, and discovery — everything except the identity layer. ARD tells agents which tools exist. It does not tell anyone who the agent is. The 40% cancellation rate traces back to the same architectural omission: agents without persistent identity cannot be audited, governed, or held accountable.
