This does some long-needed upgrades and gets the rail version to not only a version that is still supported, but the version that is most recent!

There is still more that I need/want to do before merging this;

  • Test more. I have gone around some pages and verified that they work, but not thoroughly. I am sure that something else must be broken. Since we don't have automated tests yet, this is guaranteed to be a little wishy washy.
  • Update JS handing. I updated it to partially use webpacker, but that is not the Rails 7 way and I would like to get it fully modernized.
