Requires #159 to be merged first

Tooling
- Replace pip/requirements.txt with uv: pyproject.toml with dependency groups (test, tools, docs) and a locked uv.lock; update CI workflows, CONTRIBUTING.md and docs/README.md accordingly
- Update all Python libraries, including roc-validator 0.5.0 -> 0.11.3

Checks (tests/checks/)
- Split tests/checks.py into one class per check, sharing run/extract/logging logic in BaseCheck; each check runs independently
- Determine the version from the root conformsTo; consortium checks (archive structure, metadata parameters, schema) run only on 1.2+202609, while validator and PyPI rocrate run on all versions
- Readable schema.json error output

Tests
- Consolidate the per-check test files into tests/test_00_main.py
- tests/run_checks.py runs all checks on one file; --no-recommend limits validation to REQUIRED rules

Tools and docs
- Rename the Streamlit app tools/checkELN.py -> tools/run_streamlit.py
- Add tools/eln2preview.py to embed an HTML preview in an .eln file
- Add tests/README.md and tests/MakeIt1.2+202609Compliant.md describing the checks and how to make an export 1.2+202609 compliant
