Vagrant (from Hashicorp as well) lets you manage configuration and lifecycles of locally running virtual machines. It's great to use with Ansible if you're working with that or especially with VirtualBox, my next suggestion.

VirtualBox by Oracle tool to spin up Linux VMs on your local machine.
Both can be used with Ansible and I am sure with other stuff like Terraform and DO, but I've worked with it with Ansible personally so far.
