Replaces dependabot #1634 and #1630. js-yaml 5 has no default export and ships its own types, so the two import sites use a namespace import, the removed quotingType dump option is dropped and @types/js-yaml goes. hadolint 3.5 flags the shell-form HEALTHCHECK CMDs (DL3025); both are now exec form.
