This PR makes the merge-only path reconcile queue membership with review state: at least one current-head scoreboard must exist, every current-head scoreboard must be green, and no unexpired review marker may be live. It dequeues an unsafe head, preserves human-queued PRs rejected only by the automatic path/CI policy, and uses the existing review bot permissions.
Tested with the full dependency-free runner test suite, including new multi-scoreboard, live-marker, expiry, and human-owned-path cases.
