This PR clarifies that a module docstring’s “why” is mathematical context, not roadmap or review-process narrative. It directs roadmap attribution to the mandatory PR
Roadmap:line and makes process-focused docstrings an explicitrequest_changesfinding.This is the enforcement prerequisite for the roadmap-docstring cleanup in TauCetiProject/TauCeti#3547.
