Pins the reusable merge workflow to create-github-app-token v3.0.0. Its caller contract supplies an App ID, so this preserves credential semantics while using Node 24 and avoiding the v3.1+ app-id deprecation warning.\n\nValidation: workflow YAML parsed; the complete local test suite passed.
