Zarr package version 3.0.7 was released yesterday, which introduces a bug for MDIO. This update sets the range of functional versions according to the unit/integration tests.

LGTM but let's wait a few days to see if they'll merge the fix in zarr-developers/zarr-python#3015; then we can make 3.0.8 minimum once its released.
