In conjunction with StackStorm/hubot-stackstorm#238
Upgrade to the Hubot 11, NodeJS 20, and @hubot-friends/hubot-slack. Due to the depreciation/archival of the other chat backends, only slack is supported with the newest version (3.9+)
Also upgrade to a newer version of docker compose which meant the docker-compose files needed to be nested under
services
