Part of the code-first rebuild of the email send stack; replaces parts of PostHog#121867 (one send per idempotency key on send/email/).

Problem

• A developer can't retry a send on send/email/ safely. The route ignores Idempotency-Key, so a retry after a timeout or a 503 can send the email twice.
• The SDKs always send a key, and contract PostHog/posthog#120921 promises it on both send routes.
• This is the Django half. feat(cdp): replay a keyed send after its workflow or default sender changes #580 is the cdp-api half.

Impact

Pays into Grow Workflows through billed workflows_emails actions per paying org: callers can retry without double sends. In scope: Messaging, email API sends.

• send/email/ forwards Idempotency-Key to cdp-api, behind workflows-email-from-code. The template route keeps its own key handling.

Land fix(workflows): reload a saved workflow only after its commit #581 first: without it, a worker can reload a paused email before the pause commits and keep sending it.
• Merge order: land feat(cdp): replay a keyed send after its workflow or default sender changes #580 (cdp-api) first, or keep workflows-email-from-code off for real callers until both are live. With this PR live first, a keyed send or retry to a paused email answers 503 every time, while the 503 detail and the key help promise a replay after a pause.
• A keyed retry with a template.hash PostHog doesn't hold answers 409 template_outdated before cdp-api sees the key, and sends nothing. After an upload, the same key replays the first send. The 409 help and the key help say so.
• With this PR live and cdp-api still older: a keyed retry replays and a reused key answers 422, as both new. A keyed send to a paused email answers 503 and sends nothing, where both new answer 400. Nothing sends twice. The live run below shows it.
• In that window, a keyed retry after the project's default sender changed answers 422 idempotency_key_reused, with or without a named from, and sends nothing.

What a caller sees change

• A retry with the same key and the same request sends nothing new. It answers 202 with the first send's message_id and replayed: true, for 24 hours.
• A reused key with a different request answers 422 idempotency_key_reused. A key still in progress answers 409 idempotency_key_in_flight.
• The key binds the template or template_key, to, distinct_id, message_data, the content, a named from, reply_to and capture_engagement. It doesn't bind template.hash, the template's content or the default sender, so those changes still replay, as long as PostHog holds the content the hash names. The Idempotency-Key help text says this.
• The 503 detail and help now say a retry with the same key is safe. Without a key, they still say to check first.
• The MCP tool says it sends no key, so a retry can send twice.

How it works

• Django sends send.from.isDefault when the send names no from, so cdp-api can leave the default sender out of the key.
• A keyed send leaves the active check to cdp-api, which runs it after the key lookup. So a retry of a send that was already queued replays. An unkeyed send keeps Django's own transactional_email_paused answer.
• The active check in cdp-api reads what the workers reloaded, so it relies on fix(workflows): reload a saved workflow only after its commit #581's reload after commit.
• A keyed retry whose template key PostHog no longer has answers 409 template_outdated with a hash and 404 without one, and never replays. Contract Transactional email SDK contract for posthog-python and posthog-node PostHog/posthog#120921 says a deleted template still answers 404 or 409.
• Follow-up: a keyed retry whose template.hash PostHog no longer holds answers 409 before the key lookup. Replaying it first needs a cdp-api route that looks a key up. Contract Transactional email SDK contract for posthog-python and posthog-node PostHog/posthog#120921 allows the 409 today.

How did you test this code?

Test seams: send/email/ through the DRF client with cdp-api mocked (test_transactional_email.py).

Test rationale:

• The Django rows: the key not reaching cdp-api, a replay answered as a new send, and a keyed retry with a hash PostHog doesn't hold that reaches cdp-api.
• A keyed send to an archived workflow, for a template's workflow and a key's own workflow, reaches cdp-api instead of Django's paused answer.
• A keyed retry after its template key is gone that replays instead of answering 409 or 404.

Proofs: live runs saved with fleet proof, curl into maildev. The paused key is a key's workflow set to draft through the model, which reloads the workers.

• The first column ran this head merged over fix(workflows): reload a saved workflow only after its commit #581, the tree production runs. The merge conflicts in one import line of transactional_email.py only.
• ad8792b differs from this head only in 05's two fixes underneath and one test commit. No case sends an unknown key, and cdp-api did not change, so that window answers the same at this head.
• The reverse window, cdp-api from feat(cdp): replay a keyed send after its workflow or default sender changes #580 with Django before this PR, is in that PR.
• Prod shape: a gap until read-only production access exists on 2026-11-02.

CI: the fork has no Depot runners, so those jobs never start, and no secret for the project-board app, so flags-project-board fails; the other GitHub-hosted checks pass. The lane check passes: against master the PR changes only the Python and frontend side.

✅ Toolbar bundle — eager 2.29 MiB within budget

What the toolbar ships to customer pages, measured from the esbuild output (minified, post-tree-shake). The eager set is the entry plus everything statically imported from it — fetched before any feature runs; deferred chunks load lazily. The eager guardrail is 5.72 MiB. Each output file must also stay below 10 MB, where CloudFront stops compressing it. The module boundary is enforced separately by check-toolbar-graph.
