Low risk: changes are limited to test scripts/CI wiring and clearer env-var validation errors; main risk is CI/test breakage if any external callers still use CHAIN=devnet or the old script name.

Overview
Updates the test/CI entrypoints to use reth instead of devnet (new viem:test:reth + test:reth scripts, and CI now runs bun viem:test:reth).

Hardens packages/seismic-viem-tests node setup by centralizing valid CHAIN options and improving error messages, and makes buildNode fail fast with explicit errors when SFOUNDRY_ROOT/SRETH_ROOT are missing. Also bumps seismic-viem-tests version to 0.1.4.
