[TypeScript] Add telemetry batch flush threshold tests

Summary of Changes

• Telemetry Tests: Created \rontend/scripts/test-telemetry.mjs\ containing comprehensive tests for batch size threshold flush (100 events), unload page flush, page hidden (\�isibilitychange) flush, partial batch preservation, queue reset, and max retry dropping logic. All 6 tests are verified and passing.
• Windows Build Compatibility: Modified \�uild.py\ to run
  pm.cmd\ on Windows systems.
• Operations Documentation: Updated \docs/OPERATIONS.md\ detailing telemetry transport and behavior.
• Build Diagnostics: Generated and included passing diagnostics under \diagnostic/build-7bc799d2.
