Fix various problem with SSE

- Fix Error 404. When you click on Report title, title_prefix you get error 404 Not found on background. This is because API support only Integer IDs. This change add support also for strings ID type. Now start working (lock, unlock) also for title, title_prefix fields, for "updated" needs more changes in code flow.
- Fix old problem on not updating Attributes via SSE
- Fix updating value_description field
- Added debug messages in Core for SSE publish events
