Adds a self-contained modern pricing table submission for Closes #55315.

Included

• Responsive three-tier pricing cards with a highlighted recommended plan
• Keyboard focus states and subtle hover motion
• Mobile layout and prefers-reduced-motion support
• README with usage guidance
