feat: add dynamic exploration decay and stratified Pareto batch selection
Implemented a robust active learning selection loop for AMLRO. Introduces selecting multiple Pareto frontiers, "Stratified epsilon greedy sampling" with exploration decay, and safely extracts batches from ranked Pareto fronts without crashing on sparse data.
