Adds 60 issue templates covering correctness bugs, state/data handling, error and network architecture, new hooks, testing and CI, packaging, docs, and repo hygiene. Every claim is verified against origin/dev. Also adds the dev-branch/star/unassign acceptance criteria to the 20 existing ui-* templates, and documents the dev-vs-main branch strategy in CONTRIBUTING.md (fixing the broken clone command and the stray npm install in a pnpm workspace).
