bump TheRock CI hash to 4743438 (2026-10-16)

We are also limiting gfx125X build only, tested in https://github.com/ROCm/rocm-systems/actions/runs/38945170928/job/117122377407#step:6:308, in order to get a controlled environment

ci: replace test_labels inputs with pr_labels for new TheRock ref
c5604c6 
TheRock's setup_multi_arch.yml at 47434387 consolidated the
linux_test_labels/windows_test_labels inputs into a single pr_labels
input, so the ref bump left these workflows referencing inputs that no
longer exist. They remain as setup outputs, which is why the downstream
test_labels wiring is unaffected.
