feat: add multiuser capabilities

Hi,

I make a quiet big changes. In this PR i have added capabilities to add multiuser since many applications today have many roles in one application. I think this update will be very helpful for testing many roles at once.

To implement that, I added a user tab. Users utilized existing enforcement detectors and match/replace. Each user has their own enforcement detector and match/replace.

Because that table, tabs, table filtering, save/restore need to be updated too. The table is updated to show all users and dynamic to the user. For table filtering, I make that to show columns and/or rows with selected status. For save/restore is adjusted to work with multiuser.
