Problem

• A user who reads the scouts docs does not know that they can steer one manual run with a note.
• PostHog/posthog#118501 added Run with a note beside Run now on the scout page. No feature flag controls it.

Changes

• Add one paragraph under Running a scout on demand in contents/docs/self-driving/scouts.mdx.
• The paragraph tells users how to open the option, the 1,000-character limit, and the skill editor access that the option needs.
• The paragraph tells users that the note applies to one run only. It links to the scout notes section for steering that lasts.
• The facts come from ScoutDetailHeader.tsx in PostHog/posthog (the RUN_NOTE_MAX_CHARS value, the skill editor access check, and the popover copy).

• This is a content PR. It changes one .mdx file and no navigation.
• I did not run pnpm format, because it does not cover .mdx files. The new line is plain prose.
