Moved the permissions block from job level to workflow level to resolve the ACTIONS_ID_TOKEN_REQUEST_URL error. This ensures the GitHub Actions runner can properly generate and use OIDC tokens for Pages deployment. Fixes the deployment failure encountered in PR PlotSenseAICommunity#46.
