Add section for people from non-Ruby/Rails community

I'm a JavaScript/TypeScript developer and have almost no experience in Ruby/Rails, but can I add my name here?

In this PR, I was not sure if I should add my name to the existing list, so I created a new list. However, let me know if I should update this PR.

Thank you for the support, glad you think it's a worthwhile thing. I'm not sure though TBH, adding a non-Ruby section feels like opening it up as a general pile-on, which isn't really what I was going for. It's not just a statement of discontent, but a promise of support for change, which doesn't feel applicable for non-Rubyists. Any opinions from other mods?
