This partial upgrade leaves the EF design-time packages on 10.x while the SQL Server provider/runtime package in the same ItemGroup remains Microsoft.EntityFrameworkCore.SqlServer 9.x. When developers run EF commands for this project (for example migrations or database updates), the 10.x design-time services are loaded against the 9.x runtime/provider stack, which EF expects to be on the same major version and can fail or generate artifacts for the wrong runtime. Please either upgrade the runtime provider to 10.x as part of this change or keep Design/Tools on 9.x.
