About The Pull Request
Fixes #681 and makes Commanding Officer an Officer job for real, because I didn't realize that it wasn't automatically considered that because it's the captain role.
Why It's Good For The Game
They're literally the captain of the ship, they should be considered an officer.
Also it's a bug, so.......... yeah.
